Dr Mohamed Amara

Mohamed Amara is a lawyer, registered with the Algiers Bar and an accredited mediator by the Chartered Institute of Arbitrators (CIArb), with extensive experience in mediation and arbitration. He has served as a mediator in numerous cases and is known for his effective resolution strategies in complex disputes. Mohamed has actively participated in several initiatives to develop mediation practices in the region, enhancing the use of this method in resolving conflicts. He is listed at major centers including the Abu Dhabi Commercial Conciliation and Arbitration Centre, the Saudi Center for Commercial Arbitration, and the Dubai International Arbitration Centre, where he has served as sole arbitrator, co-arbitrator, and chair in various cases related to construction, real estate, contract interpretation, and oil & gas disputes. Currently, Mohamed holds the position of General Counsel for the Federal Geographic Information Center (FGIC) in the UAE, advising on the policy and legal framework of the geospatial sector. He holds a PhD in Private Law from the University of Tlemcen, Algeria, and a master’s degree in public law and economics from the University of Alexandria, Egypt. Mohamed’s legal expertise includes administrative law, public procurement, pension and retirement law, oil & gas, space policy and law, and corporate governance. Previously, as the General Counsel for the UAE Space Agency, Mohamed led the development of the legal framework for the space sector in the UAE and represented the nation in the Legal-Subcommittee of the Committee on the Peaceful Uses of Outer Space (COPUOS). His advisory roles covered projects involving satellites, communications systems, launch services, export control regulations, and international cooperation projects. He is a member of the International Institute of Space Law (IISL). Before joining the Space Agency, Mohamed advised the Abu Dhabi National Oil & Gas Group (ADNOC) on all legal matters related to the oil & gas industry, including the drafting of national legislation. His contributions to the field extend beyond his legal practice; he is also a published author on space law and a frequent speaker at international symposiums and conferences focusing on space law, mediation, and arbitration. Mohamed is fluent in Arabic, French and English.
